Does anyone know how often the cycle.travel map is updated? I made some updates on OSM back in July in my neighborhood (San Diego, CA) that have yet to appear on the cycle.travel map.

Fair play to you for updating OSM - I'm terrified of the thing! :-)
The maps are usually updated monthly so that could mean up to almost 2 months before your change takes effect in CT. Having said that, I've seen mention in the past that North America can be on a different timeframe, especially if there's other work going on under the bonnet (hood).
It may be a caching issue, too. You could try clearing the cache and trying again.
