Ed, I hope I am not advising what you have already done, but check the settings on the cycle.travel app - tap "Settings" at the bottom right, then "App settings" in the pop-up menu.
About halfway down the list you should see "Announcements":
If this does not show "Spoken", then tap and select from the menu:
If that is correct, then maybe check that you have not inadvertently muted sounds on your phone, or dig around in the Android Settings menu "Sound and Vibration".
