Yep, it’s a (very!) long-standing issue. cycle.travel is deliberately a little more tolerant than most maps of moving labels and icons around in order to fit more in. The intention is that you can see more at small scales without having to zoom in. Unfortunately, at the join between map tiles, this sometimes means that place labels appear twice. There’s a few places it happens – Bishop’s Castle/Church Stretton is another one I remember.
