Hello.
I was routed through a pedestrianised area in Southampton - whilst OSM has it as part of NCN23 (not sure, don't remember any route signs, nor did I see any signs allowing cycling), it isn't tagged bicycle=yes. Perhaps the algorithm should assume pedestrian areas and footways without bicycle=yes are dismounted links even when in NCN relations.

An NCN route on a footway is perhaps best described as “undefined behaviour” in OSM – it’s self-contradictory and it’s not really clear whether the mapper has forgotten the access tag or mistagged the highway type. Adding bicycle=dismount will give c.t the information that bikes need to be pushed on this section.
