i can only create and download a PDF text of a route. I'm thinking it's a local (Windows) computer matter, not Cycle Travel.

Could you give an example of a route where this is happening (and make sure it’s public so I can see it)?
It’s working for me but the relevant bit of the server was upgraded last weekend so it’s possible there might be some teething troubles as a result.
I've also just run into this. Example route: https://cycle.travel/map/journey/1017194
Selecting any of "Local scale" "Touring scale" "Long distance scale" and then attempting to download makes the dialog just vanish, whereas "Cue-sheet" results in a "Preparing..." dialog with a (very nice!) spinner which quickly turns into a PDF download.
I'm on Firefox 151.0.3 - I'm seeing a 502 in the console when I try the map download:
