I'm on Android, in a very undeveloped cycling infrastructure, urban environment. There are many sidewalks that could work better than streets, and no enforcement to keep bicycles off them, but no router that simply takes advantage of them at the flip of a setting. I'll bet Cycle.Travel is aware of them, and simply ignores them. Lost opportunity.

In the United Kingdom (where cycle.travel originates) road traffic including bicycles is governed by the Highway Code, currently in the 17th edition.
Rule 64 of the Highway Code states:
"You MUST NOT cycle on a pavement."
The capitalization is in the Highway Code text, and in the UK "pavement" means "sidewalk."
In practice, some do cycle on pavements partly because car traffic makes it unsafe to ride on the road, but this feeds in to anti-cycling culture wars. Clearly C.T cannot encourage illegal activity.
