Looking on Google Street View, the RM 332 appears to be a one-way road.
Have you tried to add a via point on the road you want to use?
I'm presuming you want to follow the EV route. CT doesn't default to signed bike routes if its algorithm detects something better. In my experience I trust CT over a marked route - especially in Spain!
However, it most likely is that you have selected "paved" only and CT is following that instruction. Depending on your phone/computer you should be able to see other options - "gravel" or "any route" under the main menu.
If you check out the EV website you can (now) download the official GPX tracks! It may well be possible to then import that into CT.

Osmand will happily navigate me along it.
Essentially OpenStreetMap isn’t consistent as to whether bikes are allowed on trunk roads. cycle.travel has a bunch of logic to work it out in each particular case but it’s failing here. I’ll see if I can fix that.
Thanks Richard. Still a problem now; it seems any trunk road (marked with that greeny-grey colour in Spain) is not usable. But many of these roads, away from the coast, are pretty empty of traffic - especially if there's a motorway running in parallel!

Thank you, Richard! Yes, working now: the routing avoids these trunk roads if possible but it's easy to drag the route onto them if required.
Ironically, when I rode this route last month, I went on the off-road section of EV8 after all. It was OK on a road bike - and probably one of the best bits of my 10 days in Spain!
